Bot config

Hello guys, my name is Alexander and i don't speak russian...
I have a bot ghost one and i want to add some commands in plus, but i don't know how ....
Is anybody here who can help me to do that ? I can give money / command if you want, just tell me your price and we can talk in private more detail.

i have some problems with pc and i can't install skype ... you have YM ? ...

!FM -> if i type in channel "!fm come all here"
this command will send a message to all players who played once with my bot ....
Like -> <FROM: Ghost> Message from .CRONOS: we need +1 for dota apem fast
!ann <sec> <msg> set the announce message (the bot will print <msg> every <sec> seconds in the game lobby), leave blank or "off" to disable the announce message something like that but i don't know how to use this command ...

!top -> this command will make a top with 10 people who has more win in pub/priv game dota hosted by my bot

!userson well, that command will show all users who is online on realm but only who play with my bot...

Admin (if is admin or no, !addadmin show if is or not
Lvl -> Me as admin i have lvl 4, P2 just a normal player will have lvl 1
And for !sl <name> check if player is safelisted Lvl 2 ....
And "no warnings in db" = if play X is banned or no...

EDIT: !info command it's like Openhosting ->
1 - Vouched (can join on banned countries, from garena on nogarena)
2 - Reserved (is reserved but nothing more )
3 - Safelisted (reserved and additional free of flamecheck/autoban/can pause/can eat cookies)
4 - Currently only a placeholder
5 - Simple moderator (no access to perm bans and cannot ban someone over 5 days, or add more than 3 penality points)
6 - Full bot moderator (can perm ban, and longer than 5 days, cant add more than 3 ppoints)
7 - Global Moderator (can perm ban, longer than 5 days and add more than 3 ppoints
8 - Placeholder currently
9 - Admin (has access to some of the general commands, like synclimit)
10 - Root Admin (full access to everything)
But i want lvl , 1 for normal players, 2 for safelisted and 4 for admins
